Professors He Ting and Yang Chao Attend Academic Exchange Activities in South Korea

Invited by the Korean Institute of Criminology and Justice (KICJ), Professor He Ting, Deputy Director of the Faculty of Law and Criminal Legal Science Research Institute, and Associate Professor Yang Chao, Director of the International Cooperation and Exchange Office (PNI Office), represented the Criminal Legal Science Research Institute in attending the 12th "International Symposium on Korean Criminology and Criminal Justice." As a member institution of the Prevention and Criminal Justice Programme Network (PNI) under the United Nations Office on Drugs and Crime (UNODC), the KICJ also invited representatives from UNODC, Japan, Thailand, and other academic institutions and think tanks from China, Mongolia, Uzbekistan, and elsewhere.

The symposium was held on October 16, 2025, in Yegrina Hall, the 4th-floor annex of the Supreme Prosecutors’ Office of South Korea. Acting Prosecutor General Roh Man-suh delivered the opening remarks, emphasizing that the forum gathered criminal justice research institutions and stakeholders from across Asia to discuss policies and practical cooperation in combating transnational crime. He expressed hope that the forum would facilitate the sharing of research findings and practical experiences while exploring effective policy responses to transnational crime.

Themed "Strengthening International Cooperation in Combating Transnational Organized Crime," the symposium featured speeches from representatives of UNODC, the Asia and Far East Institute for the Prevention of Crime and the Treatment of Offenders (UNAFEI) of Japan, and the Thailand Institute of Justice (TIJ). These presentations addressed transnational organized crime from perspectives such as cooperation under UN conventions and enhanced collaboration among Asian nations. Associate Professor Yang Chao delivered a presentation titled "Law Enforcement Cooperation in Combating Transnational Organized Crime," detailing China’s successful international cooperation with ASEAN countries in combating cross-border telecom fraud groups.

During the symposium, Professors He Ting and Yang Chao actively exchanged ideas with PNI member institutions in the Asia-Pacific region, including the Asia and Far East Institute for the Prevention of Crime and the Treatment of Offenders (Japan) and the Thailand Institute of Justice. They discussed specific strategies to strengthen future collaboration between the Criminal Legal Science Research Institute and other PNI members, as well as the feasibility of jointly hosting regional PNI conferences on a rotating basis.

On October 17, at the invitation of the Korean Society of Criminal Procedure Law, Professor He Ting participated as a delegate of the Chinese Society of Criminal Procedure Law in the 14th China-Korea International Academic Conference on Criminal Procedure Law, held in the same venue. Co-hosted by the Chinese Society of Criminal Procedure Law and the Korean Society of Criminal Procedure Law, the conference focused on "Legal Aid and Judicial Justice in Criminal Procedures." Over 40 experts and scholars from China and South Korea engaged in in-depth discussions on topics such as attorney systems, criminal legal aid systems, and criminal retrial procedures. In the "Legal Aid" session, Professor He Ting compared the legal aid and protection systems for crime victims in China and South Korea, highlighting China’s latest developments in establishing one-stop mechanisms for assisting minor victims. During the visit, Professor He also joined the Chinese delegation in visiting the Korean Bar Association and engaged in extensive exchanges with South Korean judges and prosecutors.
