Notice on soliciting papers for the 16th Contemporary Criminal Justice Forum and the 2nd Beijing Foreign-related Rule of Law Forum


Beijing Normal University established a law discipline in 1995 and established the Institute of Criminal Legal Sciences in 2005. In order to celebrate the 30th anniversary of the establishment of the Law Department of Beijing Normal University and the 20th anniversary of the establishment of the Institute of Criminal Legal Sciences, the School of Law and the Institute of Criminal Legal Sciences of Beijing Normal University are scheduled to be held on August 18, 2025The 16th Contemporary Criminal Justice Forum and the 2nd Foreign-related Rule of Law Forum。The Contemporary Criminal Justice Forum is a permanent criminal justice practice exchange and cooperation platform jointly established by the Institute of Criminal Law Sciences of Beijing Normal University, local judicial agencies, and political and legal colleges.

The Beijing Foreign-related Rule of Law Forum was jointly founded by Beijing Normal University Law School and Beijing City Jingshi Law Firm. It aims to better adapt to the reality of the rapid development of foreign-related rule of law construction in my country and meet the needs of foreign-related rule of law practice for high-quality legal research. On December 15, 2024, the first Beijing Foreign-related Rule of Law Forum was grandly held with the theme of "The Era Mission and Construction Path of Foreign-related Rule of Law". Experts and scholars from state agencies, academia and practical circles focused on the era mission and construction path of foreign-related rule of law. In-depth exchanges were carried out on cutting-edge issues in the practice of the rule of law and the training mechanism for foreign-related legal talents, and the construction of my country's foreign-related rule of law system with academic wisdom. It laid a solid foundation for the development of follow-up series of activities and created a new model of collaborative innovation between academic and practical circles.

The theme of this forum is "The United Nations Convention against Cybercrime and the response of China's criminal law", aiming to thoroughly discuss the coping strategies of China's criminal legislation and judicial system after the entry into force of the United Nations Convention against Cybercrime, and better promote the construction of foreign-related rule of law in my country. This forum is guided by China Criminal Law Research Society, sponsored by the School of Law and Institute of Criminal Legal Sciences of Beijing Normal University, and co-organized by Beijing City Jingshi Law Firm and the Criminal Professional Committee of Jingshi Law Firm (National). We sincerely invite colleagues in the theoretical and practical fields of criminal law and alumni of all ages to gather together to talk about development. The relevant matters of this forum are hereby notified as follows:

3.call for papers

(1)Scope of topic selection

Based on current research hotspots and practical needs, the topics include but are not limited to the following aspects:

1. Coordination and connection between the United Nations Convention against Cybercrime and the criminal charge system of China;

2. Procedural measures in the United Nations Convention against Cybercrime and China's response;

3. Criminal law governance of cross-border cybercrime;

4. International criminal judicial cooperation in cross-border cybercrime governance;

5. The balance between cross-border electronic forensics and data sovereignty;

6. Criminal legislative regulation and judicial response to new technology crimes.

(2)submission requirements  

1. Content requirements: Closely follow the theme of the forum, select novel topics, rigorous arguments, focus on the combination of theory and practice, and encourage comparative research or empirical analysis.

2. Word requirement: 8,000 - 15,000 words are appropriate.
